The Chief Minister of Balochistan, Mir Sarfraz Bugti, has placed a strong emphasis on skill development as a cornerstone of his government's vision for economic progress and social empowerment. He believes that equipping the population—especially rural women and youth—with practical, market-relevant skills is essential for reducing unemployment, fostering entrepreneurship, and uplifting underserved communities.

Under his leadership, the government has launched various high-impact initiatives aiming to prepare the workforce for both local and international job markets. He is particularly focused on ensuring that youth from rural and remote areas are not left behind.

The TVET Sector Support Programme in Pakistan is co-funded by the European Union and the Federal Republic of Germany. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH implements the Programme together with British Council in close cooperation with the National Vocational and Technical Training Commission and other public and private sector organizations in Balochistan, Gilgit Baltistan, and Khyber Pakhtunkhwa. The programme's objective is to support the development of Pakistan's TVET sector, focusing on training for men and women in professions with high demand, especially in digital and green skills.
